Reconciliation: Proposed Changes in the Final Health Care Bill

To avoid the threat of a filibuster by Senate Republicans, Democratic leaders are planning to pass health care overhaul in a three-step process. The House completed the first two parts on Sunday by passing both the health bill approved in December by the Senate and a separate package of changes in a budget reconciliation measure -- which can be adopted in the Senate by a simple majority.
